Writ application is dismissed keeping in mind the stand taken in para 6, 7 and 8 of the counter affidavit, which clearly indicates that the petitioner is not eligible for grant of 2nd time-bound promotion because he has retired manymany years ago before completing the time-frame which makes him eligible for 2nd time-bound promotion.
