The petitioner claims to be a Non-Government Organization which works for the welfare of the society. This application has been filed seeking quashing of Office Order dated 19.08.2016 issued by the Director, Primary Education Department, Government of Bihar whereby a request made by the petitioner for allowing the petitioner to issue Identity Card to the students of Government and Private Schools has been rejected.
It is the case of the petitioner that it is in the best interest of the students of Primary Schools that each of the students must carry Identity Card disclosing certain information which are essential to
Patna High Court CWJC No.661 of 2017 dt.11-12-2017 2/2 meet various emergent situations, some of which have been enumerated in the writ application.
Mr. Dinu Kumar learned counsel for the petitioner has however, confined the relief prayed for in this writ application by seeking a direction to the State/respondents to consider the question of issuance of Identity Cards to each and every student of Primary School containing name, address, contact details and some fundamental essential information of health etc., in larger interest. In view of the stand taken on behalf of the petitioner, this application is disposed of with an observation that the Principal Secretary Education Department, Government of Bihar should consider this aspect and decide the desirability of making it compulsory for issuance of Identity Cards to Primary School students. A decision should be taken in this regard within a period of two months.
