JUSTICE MUNGESHWAR SAHOO ORAL ORDER 15-07-2016 The learned counsel, Mr. Dronacharya after some argument seeks permission to withdraw this writ application with liberty to move the Court below by filing appropriate application raising all these grounds which are being raised in this Court under Article 227 of the Constitution of India.

In view of his submission, this writ application is permitted to be withdrawn with liberty to file appropriate application before the Court below seeking appropriate relief and if such application is filed, the Court below shall decide the same according to law without being influenced by this order of the Court permitting to withdraw this writ application. Thus, this writ application is dismissed as withdrawn with aforesaid liberty.
