JUSTICE KISHORE KUMAR MANDAL ORAL ORDER 22-02-2016 Without disclosing his status or the locus, the writ application has been filed questioning the legality of the notices issued through Notice Nos. 5/2012-13, 6/2012-13 and 7/2012-13, all related to Minor Irrigation Division of Bettiah. It is alleged that those tenders are not in accord with the Standard Bidding Document(SBD).

The respondents filed counter affidavit justifying the issuance of notice. Counsel for the State has referred to the diverse statements made in the counter affidavit.

In my view, the writ application appears to have
