31-03-2015 The petitioner, who retired as Panchayat Sewak long back on 31st March, 1997, has filed the present writ petition in the month of May, 2008 with a prayer to direct the Respondents for granting him time bound promotion.

Along with the writ petition, only an order passed by a Bench of this Court in C.W.J.C. No. 2583 of 2002 dated 16.10.2004 has been brought on record, which suggests that for retiral dues, the petitioner had approached this Court earlier. Besides this, there is no indication as to whether the petitioner had demanded justice before the authority concerned prior to filing this writ petition. Moreover the petitioner has approached this Court

Patna High Court CWJC No.7964 of 2008 (2) dt.31-03-2015 2/2 after several years of his retirement by filing the present writ petition.

Since the petitioner himself has slumbered over his right for several years, there is no reason to pass any positive order in favour of the petitioner.

The writ petition stands dismissed.
