JUSTICE SAMARENDRA PRATAP SINGH ORAL ORDER 24-08-2015 The petitioner prays for quashing the order dated 03.08.2011 passed by the Consumer Grievance Redressal Forum, whereby the request of the petitioner to monitor day to day consumption of electrical energy has been refused. The petitioner has further prayed for declaration that there is no test report suggesting theft of electricity.

2. The petitioner submits that day-to-day monitoring of the electricity consumption would help him in better management of calculation of electrical consumption and production of factory.

3. I find from the order of the Consumer Grievance

Patna High Court CWJC No.19055 of 2011 (4) dt.24-08-2015 2 / 2 Redressal Forum that on the request of the petitioner, an opportunity was granted for modification of the meter room so that meter reading can be done from outside the room. It would further appear from the impugned order that in fact the Board had unsealed the room on 28.09.2007 for a week to enable the consumer to make necessary modifications, but failed to avail the same and as the room was sealed again on 25.10.2007.

4. The petitioner seeks one more opportunity to make the necessary modifications of the room under the supervision of the Boards staff. As the purpose of the modification is to monitor daily energy consumption for its better management and production in his factory, one final opportunity is granted to the petitioner. The Board would grant one further opportunity of 10 days for the necessary modification under its supervision.
