JUSTICE RAVI RANJAN ORAL ORDER 28-09-2015 Heard learned counsel for the petitioner and the State. It is contended on behalf of the petitioner that during the pendency of the writ application the application for grant of licence filed by the petitioner has been rejected vide Annexure C without assigning any reason. However, it appears from Annexure C that it is merely a communication that the licence has been refused in view of Rule 51(A) of the Arms Rule, 1962 on 23.9.2013.

In view of limited prayer made at the time of hearing, this writ application is being disposed of with a liberty to the petitioner to approach the appellate authority by filing an appeal

Patna High Court CWJC No.12234 of 2013 (2) dt.28-09-2015 2/2 against the order dated 23.9.2013, if he so desires, along with a petition for condoning the delay. If the appeal is filed let the appellate authority consider the same in accordance with law also considering the period during which this writ application has remained pending even after passing of the aforesaid order. Licensing authority is further directed to supply certified copy of the order dated 23.9.2013 if the petitioner applies for the same with necessary requisites.
