After some argument, learned counsel for the petitioner seeks permission to withdraw this writ application with a liberty to file statutory appeal before the District Magistrate, East Champaran, Motihari (Respondent No. 3). Permission is granted.

The writ application is disposed of as withdrawn with the liberty aforesaid.
