The First Information Report is based on an enquiry report submitted by the District Programme Officer, Madhepura on the basis of an enquiry done by the Director, Accounts Administration and SelfEmployment, District Rural Administration, Madhubani. It cannot be said on the basis of the contents of the First Information Report that no cognizable offence is made out at all requiring this Court to exercise its jurisdiction under Section 482 of the Code of Criminal Procedure for quashing the First Information Report.
