JUSTICE AJAY KUMAR TRIPATHI ORAL JUDGMENT Date: 21-12-2016 Writ application should be dismissed for raising stale claim so far as payment of 1st and 2nd time bound promotion is concerned, which came to an end as far back as 1.1.1996. Prayer for grant of 1st and 2nd time bound promotion is hereby rejected. However, so far as claim of ACP is concerned, let the petitioner file a fresh application before the competent authority, who will examine entitlement of the petitioner in terms of the ACP Rule and take a decision preferably within a period of four months thereof. Writ is disposed of in terms of the above.
