1. Heard the party through video Conferencing.

2. No one appears for the petitioner.

3. Learned counsel appearing for the respondents objects to the prayer made by the petitioner for disposing of the matter in terms of the Judgment dated 23.02.2022, passed in C.W.J.C. No. 5489 of 2020 (Suresh Ram Vs. The State of Bihar & Ors.). He points out that the order was passed by the District Appellate Authority in the year 2009 and more than 12 years the petitioner did not challenge it at any Forum.

4. Considering the objections, this Court deems it appropriate to reject the prayer of the petitioner for remanding the matter to the State Appellate Authority.

5. The writ petition suffers from laches and delay and is accordingly dismissed.
