2/4 Date : 31-01-2019 The petitioner, who is one of the applicants for being appointed on the post of Anganbari Sewika/Sahayika in the District of Gopalganj, has approached this Court for a direction to the respondent authorities to organize/call the meeting of the Aam-Sabha for selection of Anganbari Sewika/Sahayika for Banaura Anganbari Centre, Ward No. 8, Bandhauli Banaura Panchayat, falling within the Baikunthpur Block of Gopalganj District.

It appears that pursuant to an advertisement inviting applications for filing-up the vacant post of Anganbari Sewika/Sahayika in all the Blocks of Gopalganj District in the year 2017, the petitioner and many others applied for the same. The averments made in the writ petition indicate that an Aam-Sabha was to be held on 03.01.2018, but for some reason or the other and as alleged by the petitioner because of the influence of some persons who are not interested in convening of Aam-Sabha, the same could not be convened and the process of selection/appointment of Anganbari Sewika/Sahayika has
3/4 been kept pending. The appointment on such posts are necessary for running of the Anganbari Centre which for the benefit of the people of the Panchayat.

It further appears that the petitioner had represented before the District Programme Officer, Gopalganj (respondent No. 5) and the Child Development Project Officer, Gopalganj (respondent No. 6) and had made them known that for any delay in convening the Aam-Sabha and appointment/selection on the post of Anganbari Sewika/Sahayika, the responsibility would be saddled on them and they shall be wholly responsible for the delay but till date, no effort has been made by anyone of the authorities to convene the Aam-Sabha.

Under the aforesaid circumstances, the petitioner is directed to prefer a representation before the District Programme Officer, Gopalganj (respondent No. 5) enclosing a copy of this order within a period of four weeks from today, who, on receipt of such representation, shall initiate action for convening the Aam-Sabha at an appropriate date and shall dispose off such representation by
4/4 intimating to the petitioner as to the steps taken by him for convening the Aam-Sabha for completing the process of appointment/selection of Anganbari Sewika/Sahayika, within a period of eight weeks of the receipt of such representation of the petitioner.
5. With the aforesaid observation and direction, the writ petition stands disposed off.
