JUSTICE MOHIT KUMAR SHAH ORAL ORDER 20-06-2018 The present petition has been filed for issuance of directions to the respondents to grant first time bound promotion in Junior Selection Grade to the petitioners- employees from 24.01.1990 along with consequential benefits as well as to grant first financial progression w.e.f. 09.08.1999. The petitioner no. 2 has further prayed for grant of second financial progression w.e.f. 24.01.2004.
Though, the respondents have appeared in the present case but they have not bothered to file counter affidavit in the present case despite lapse of about 9 years.

Accordingly, the present writ petition is allowed and the respondents are directed to grant first time bound promotion in Junior Selection Grade to the petitioners- employees w.e.f. 24.01.1990 as well as first financial progression to the petitioners w.e.f. 09.08.1999 and as far as the petitioner no. 2 is concerned, the respondents are directed to grant second financial progression w.e.f. 24.01.2004 (Mohit Kumar Shah, J) rinkee/- U
