The reasons given is that the process and the procedure for filing the appeal after due consultation with the authorities caused the delay.

An issue of such kind does not require such a prolonged process of consultation or opinion formation for filing an appeal. It is a sheer case of negligence and omission on the part of the State for being vigilant of their right. The Court is not satisfied with the reasons and
