3. Petitioner has unnecessarily impleaded Respondent Nos. 3 to 5 without there being any relief sought against them and no representation has been submitted to Respondent Nos. 3 to 5. Therefore, Respondent Nos. 1 and 2 are hereby directed to examine the petitioner's representation as to whether he is entitled to 1st and 2nd ACP or not with reference to representation as contained in Annexure-1 series. If petitioner is eligible, monetary benefits shall be extended to him. If he is not entitled in that event,
