2. On 20.11.2018 when this case was taken up, it was brought to the knowledge of this Court that the sole petitioner is dead. The petitioner had taken time to file appropriate application for substituting the legal heirs of the sole petitioner, but till today even after the lapse of seven years no application for substituting the legal heirs has been filed and neither the counsel for the petitioner is present to pursue the writ application.
