JUSTICE MOHIT KUMAR SHAH ORAL ORDER 13-04-2018 At the out, the learned counsel for the petitioner seeks permission to add the Director, Animal Husbandary and Fisheries Department, Govt. of Bihar, Patna as party-respondent no.4 to the present writ petition.

The learned counsel for the petitioner submits that the petitioner would be satisfied in case, he is permitted to file a representation regarding his grievance mentioned in the writ petition, before the respondent no. 4.

Accordingly, it is directed that the petitioner may file a fresh representation before the respondent no. 4 within a period of two weeks from today and the respondent no. 4 shall dispose of the same by a reasoned and speaking order within a
