Heard learned counsel for the petitioner and counsel appearing on behalf of the State.

It appears that from Annexure-5 that the earlier order of Hon'ble Chancellor dated 14.12.1991 was scrutinized by this Court and the Court on consideration of the materials available on the record held out that the Chancellor has not passed a reasoned order and while remitting the matter back to Hon'ble Chancellor the Court observed that Hon'ble Chancellor may provide hearing to the parties concerned especially respondent No.5, 6 and 7 and authorities of the University and after hearing them pass appropriate reasoned order.

Learned counsel for the petitioner submits that despite

Patna High Court CWJC No.18930 of 2008 (5) dt.12-09-2018 2/2 the direction of this Court dated 14.12.1999, final decision was not taken by the Hon'ble Chancellor. He submitted that the writ petition may be disposed of with the direction to the office of the Hon'ble Chancellor to take steps for final disposal of the representation in the light of the Annexure-5 dated 14.12.1999. Since it is old matter and as such the Court deem it fit and appropriate to direct the petitioner to file fresh representation enclosing the previous order of this Court dated 14.12.1999 and this order to facilitate the office of the Hon'ble Chancellor to take final decision on the representation filed by the petitioner. The Court hope and trust that the representation, if filed by the petitioner along with copy of this order and the order of the writ Court dated 14.12.1999, the office of the Hon'ble Chancellor will do well in taking steps for expeditious disposal. 4.

With the aforesaid observation and direction, this writ petition is disposed of.
