Learned counsel for the petitioner submits that now the State Appellate Authority is available as Appellate forum and as such petitioner may be granted liberty to approach the State Appellate Authority.

In case such appeal is filed by the petitioner within a period of one month from today along with copy of this order, the Appellate Authority will condone the delay in filing the appeal and entertain and decide the appeal expeditiously on its own merits in view of the pendency of the writ petition before this Court for last more than seven years.
