ANSHUMAN ORAL ORDER 25-01-2023 Heard learned counsel for the petitioner, learned counsel for the State and learned counsel for the University. It has been fairly submitted by counsel for the petitioner that the petitioner has moved earlier before this Court by way of filing CWJC No.13021 of 2018 and matter was referred before the Lok Adalat where award has been passed with the consent of the parties on 14.12.2019 but in the said award a liberty was granted that if after verification and calculation the petitioner finds that University has not paid the

Patna High Court CWJC No.15274 of 2022(2) dt.25-01-2023 2/3 entire dues to the petitioner, then he shall be at liberty to file a representation and upon filing of representation the same shall be disposed off by the competent authority of University in accordance with law within 3 months positively from the date of receiving of representation of petitioner. Counsel for the petitioner further submits that upon going through the calculation chart it has been found that all payment has not been made, therefore, the petitioner has filed representation vide Annexure-4 and subsequently through Advocate another letter was issued on 20.08.2022 (Annexure5).

Counsel for the University submits that the observation made before the Lok Adalat shall be complied by the University and he assured that a reasoned order shall be passed on the representation in compliance of the said order. In this background, the University is directed to pass a reasoned order on the fresh representation filed by the petitioner before the University within 4 weeks alongwith the order passed by this Court. The University shall pass a reasoned order on the same within 10 weeks thereafter, and if anything found payable shall assure the payment within 8 weeks thereafter.
