No. 01 of 2024 The present interlocutory application has been filed by the third party complaining about the procedure being followed by the authorities in granting work orders to the petitioner without following any procedure, calling for tenders or issuing any advertisement with regard to the work sought to be undertaken.
2. Though the learned counsel has tried to impress this Court that the petitioner in I.A. 01 of 2024 has locus to file the present writ petition, this Court does not find any merit to the present writ petition, the same is dismissed.
3. Accordingly, I.A. 01 of 2024 is dismissed.

The present writ petition has been filed for the following relief(s):- ".............. for issuance of Writ in the nature of Mandamus for giving direction to make payment of admitted dues to the petitioner for doing work of installation of Signage board, Flex Hoarding, Madhubani Painting and "Nukhad Natak" to be performed for the awareness of the people of local vicinity regarding 'Swakchhata Sarvekshan'."

Learned counsel appearing on behalf of the petitioner has stated that though the petitioner has completed the work entrusted to him, the authorities have not taken any steps for making the payment of the amount due to the petitioner. Learned counsel has stated that the work was given way back in February, 2024 and even though more than one year has been lapsed, the authorities are yet to make the payment. Learned counsel appearing on behalf of the petitioner has stated that though the petitioner has given several representations to the authority concerned, the authority till date have not taken any steps for making any payments.
7. Learned counsel appearing on behalf of the behalf respondents-Ngar Parisad, Lakhisarai has stated that the petitioner has not furnished the bills along with the Geo-Tag
Patna High Court CWJC No.13252 of 2024(4) dt.22-03-2025 3/3 photographs of the signage boards, Flex Hoarding, Madhubani Painging and Nukad Natak. Learned counsel has further stated that the petitioner has subsequently filed a supplementary affidavit along with the above mentioned documents and stated that the matter may be remanded back to the authorities concerned for considering the aforesaid documents filed along with supplementary affidavit and verify the same and pass necessary orders for making the payments.
8. Having regard to the above, the present writ petition is disposed of directing the authorities to consider the documents filed by the petitioner along with the supplementary affidavit. After verification of the said documents, make necessary payments of the amounts due to the petitioner. The entire exercise shall be completed as expeditiously as possible preferably within a period of twelve weeks from the date of receipt of a copy of this order.
9. With the above directions, the present writ petition stands disposed of.
