JUSTICE ANIL KUMAR UPADHYAY ORAL ORDER (Per: HONOURABLE THE CHIEF JUSTICE) 20-09-2017 This Public Interest Litigation was filed more than six years back in the year 2011 and at that point of time the grievance of the petitioner was with regard to directing the respondents to construct a building for a Primary School in the village in question.

Taking note of the facts and circumstances of the case, apart from the fact that the question of constructing a Primary School is an administrative and executive decision, based on policy matter, now after such a long period of time, interference into the matter is not called for. That apart, despite
