Having heard learned counsel for the State Government, we find that taking note of certain judgments of the Supreme Court, learned Writ Court has only remanded the matter back to the Principal Secretary of the Department to take a fresh decision in the matter.

That being so, no error has been committed by the learned Writ Court warranting reconsideration.
