2. The present petition has been preferred for the following relief/s:

(i) for issuance of appropriate writ/writs, order/direction in the nature of Mandamus direction to the respondents authorities to allotment of land which is already acquired by the West Champaran (Bettiah) District

3. The grievance of the petitioner is that he is a refugee from Burma and there were orders in his favour but the authorities have not taken the matter to its logical conclusion.

4. Learned State counsel submits that now the power for settlement is vested with the Revenue Department, Government of Bihar and if he has a valid case, should represent accordingly through the Collector, West Champaran.

5. In that background, learned counsel for the petitioner submits that an appropriate shall be preferred before the Collector, West Champaran for getting his/her proper response/recommendation to the Revenue Secretary, Bihar, Patna.

6. Since the supporting documents showing the bonafide of the petitioner is on record, as such, granting liberty
