(contempt petition) is not maintainable in view of the fact that the petitioner's grievance is with Municipal Council, Raxaul, however, he has not arrayed as party in the present petition. That apart, the petitioner is stated to have not filed any representation or application before the Municipal Council, Raxaul-Executive Officer. In the absence of approaching the concerned authority, the present contempt petition is not maintainable.

2. Accordingly, the present M.J.C. stands dropped, reserving liberty to the petitioner to approach the concerned authority while making a detailed representation/application.
