In this case, the petitioner is seeking regularization in service claiming that he has been working since long and in terms of the notification issued by the Government from time to time, if a person works for 240 days continuously for preceding five years, he will be considered for regularization in service. There is no quarrel on this issue. In that view of the matter, the case of the petitioner will be considered for regularization but, subject to a condition that the petitioner possesses the minimum requisite educational qualification but, admittedly, the petitioner does not have a minimum educational qualification.
