2. The matter has been kept pending as cases of similarly situated persons have been decided against them by the High Court and the matter is pending before the Hon'ble Supreme Court.

3. In view of the fact that, as of now, there is an adverse order against the petitioner on the issue, the relief sought for cannot be granted.

4. Accordingly, the writ petition stands disposed off.

5. However, the petitioner shall have liberty, in case, there is any change of circumstances or any order by the Court on the issue in favour of the petitioner.
