JUSTICE CHAKRADHARI SHARAN SINGH ORAL ORDER 20-09-2019 It is a peculiar case where the petitioner is claiming that he was engaged by the District Magistrate-cum-Chairman District Literacy Committee, Khagaria on payment of honorarium at the rate of Rs. 300/- (three hundred) per month with retrospective effect from 01.06.1994 by an order issued on 03.09.1994. It is his grievance that till date no honorarium has been paid to him despite the fact that he kept on approaching the authorities for all these 24 years.
