1. The petitioner has filed the present writ application for a direction to the respondent authorities to enquire into the complaint of the petitioner submitted before the Director General of Police, Bihar and the Inspector General, Economic Offence Unit, Bihar, Patna.

2. Learned Counsel for the petitioner submits that the petitioner is residing in Flat No. 104, Shanti Apartment, Dusadhi Pakri, Kankarbagh, Patna and has filed a complaint (Annexure-2) before the aforesaid authorities, requesting therein to investigate upon the complaint

WJC No.172 of 2022(3) dt.28-08-2023 2/3 regarding the creation of illegal wealth by the syndicate of regarding, Manindra Nath Mishra, who is the owner of Sri Krishna Construction, and others, having four benami companies and one Ranjeet Patel of Samrat Detective and Security Agency, using criminal force under the garb of security agency. The said syndicate has earned more than three crore by misrepresenting the innocent intending purchaser of flat and instigating them to purchase disputed property slowly by suppressing the truth. The two apartments, namely, Shanti Apartment and Satya Sai Apartment, were partly constructed over plot nos. 243 and 244, in Dusadhi Pakri, Kankarbagh, Patna.

3. The petitioner is said to be the owner of the land upon which the incomplete construction was made by the aforesaid two persons.

4. Upon hearing learned Counsel for the parties concerned, it appears that the petitioner is trying to get his personal score settled with the builder by filing the present writ application and seeking a roving enquiry against the aforesaid builder and security agency without having any specific allegation.

5. Accordingly, I do not find any merit in this application.
