2. The petitioner who is a Class-IV employee has been transferred to a different place but without his asking for such a transfer.

3. Mr. Pramod Mishra, learned advocate to the petitioner has shown to this Court a circular of the Government which prohibits transfer of a Class-IV employee without his request outside the district.

4. The petitioner has already joined at his transferred place of posting.

5. However considering the circumstances and the arguments urged on behalf of the petitioner, this Court deems it appropriate to direct the petitioner to make a representation before the Principal Secretary, Department of Minor Water Resources, Government of Bihar, Patna (respondent no. 2) within a period of four weeks, detailing his grievances, who, on receipt of the same, shall dispose of such representation within a further period of six weeks thereafter with a reasoned order.

6. With the aforesaid direction/observation, the writ petition is disposed of.
