2. Petitioner has restricted his relief to the extent that the petitioner seeks to file a representation before the Divisional Commissioner, Saran at Chhapra for implementation of the order dated 04.08.2010 contained in Letter No. 418 (Annexure8) passed by the respondent no.3.

3. Due to non-implementation of the order/direction, the petitioner has been deprived of his legal right. This Court directs the appropriate authority / forum to take steps to implement the direction forthwith.
