It is evident from reading of Annexure-1 that no financial commitment was made to the institution of the petitioner while permitting them to upgrade the teaching of the Madarsa to Fouquania and may be Moulvi.

Since the allocation of financial kind or recognition is a matter of policy, the Court can only permit the petitioner to approach the State authorities with a demand. They have an obligation upon them to
