JUSTICE ALOK KUMAR SINHA ORAL ORDER 31-03-2026 Heard the learned counsel for the petitioner, the learned learned counsel appearing for the respondent-University and the learned counsel for the respondent-State.

2. With the consent of the parties, this writ application is being disposed of at this stage itself.

3. The petitioner, in the present writ application, has prayed for the grant of following reliefs:- "1. That the petitioner prays for issuance of an appropriate writ / writs, order / orders, direction /directions to consider the case of the petitioner in the light of decision of the syndicate dated 24:04.2018 and 29.12.2022 for regularization of the service of the

2/4 petitioner to the post of electrician in the university who is working since 11.08.2004 and appointment letter issued by registrar which contain in memo no. 550 dated 08.08.2006.

The petitioner further prays for to consider the case for regularization in the light of judgment dated 16.05.2024 passed in CWJC no. 13895/2021.

The petitioner further prays for to consider the case for payment of arrears on the basis of revision made by the state government regarding adhoc and contractual appointment.

And for any other relief/reliefs the petitioner may be found entitled."

The learned counsel for the petitioner after advancing some argument, submits that for seeking the aforesaid relief(s), the petitioner has already filed a representation dated 19.12.2024 before the Vice-Chancellor of Veer Kunwar Singh University, Arah and the same continues to be pending. He, therefore, submits that the petitioner would be sissified if an appropriate direction could be issued, directing the Vice-Chancellor of Veer Kunwar Singh University, Arah to dispose of the pending representation of

3/4 the petitioner dated 19.12.2024 (Annexure-P/4) within a fixed time-frame, after giving an opportunity of hearing to the petitioner.

5. To the aforesaid submission made by the learned counsel for the petitioner, the learned counsel appearing for the respondent-University and the respondent-State do not have any objection.

Considering the limited nature of prayer made by the learned counsel for the petitioner, this writ application is disposed of, directing the Vice-Chancellor of Veer Kunwar Singh University, Arah to dispose of the pending representation of the petitioner dated 19.12.2024 (AnnexureP/4 within four months from the date of receipt/production of a copy of this order by the petitioner, after giving an opportunity of hearing to the petitioner.

Needless to emphasize that the final order, which shall be passed by the Vice-Chancellor of the respondentUniversity, should be a reasoned and speaking order and in case the petitioner is found entitled to the relief(s), which the petitioner is claiming through the representation dated 19.12.2024 (Annexure-P/4), then the same shall be extended to the petitioner within a further period of two months from

4/4 the date of passing of the final order by Vide-Chancellor of the respondent-University.

8. With the aforesaid observation/direction, the present writ application stands disposed of.
