2. Learned counsel appearing on behalf of the petitioner submits that although the petitioner has earlier filed representation on 14.08.2012, which is still pending before the ViceChancellor of the University, but for convenience he may be granted liberty to file fresh representation enclosing all the relevant documents so that the Vice-Chancellor may take appropriate decision on the representation.
3. Considering the fact that the issue involved is scrutiny of fact and the University is in a better position to appreciate
Patna High Court CWJC No.3185 of 2014 dt.20-08-2018 2/2 the fact, the writ application is disposed of with liberty to the petitioner to file fresh representation before the Vice-Chancellor of the University enclosing the order of this Court. In case, the petitioner files representation, the Vice-Chancellor is required to decide the same expeditiously preferably within a period of three months from the date of receipt of representation by a reasoned and speaking order.
4. With the aforesaid, the writ application stands disposed of.
