1. Head the parties.

2. The petitioner by way of this writ petition prays for granting him benefit of recognition of his service from the date of taking over of the school and further fix the pay and pension accordingly.

3. The petitioner retired in 2010. However, he did not take up the matter while he was in service. In the writ petition, he contends that similarly situated other teachers were regularized from the date of taking over of the school vide order dated 08.11.1988 but he was regularized from 27.12.1991. Thus, the cause of action arose to him in the year 1991 itself but he did

4. The writ petition is dismissed on the ground of gross laches and delay.
