The grievance of the petitioner in the present writ petition is non-grant of second time bound promotion. The scheme of Time Bound Promotion has come to an end on 31.12.1995 and as such there is no infirmity in the action of the respondents so far as time bound promotion is concerned. Learned counsel for the petitioner submits that the petitioner was granted 2nd ACP from 1.9.2011 instead of

Without going into the merit of the claim of the petitioner, the writ petition is disposed of with a direction to the District Programme Officer (Establishment) , East Darbhanga to verify the service records of the petitioner to ascertain whether the petitioner is entitled to grant of second ACP with effect from 1.4.2001 or any other date. If it is found that the petitioner is entitled to second ACP w.e.f. 1.4.2001 the same may be granted to the petitioner at the earliest preferably within a period of three months from the date of receipt/production of a copy of this order.

With the aforesaid, the writ petition stands disposed of.
