In this public interest litigation, the allegation is with regard to alleged diversion and misappropriation of the grants-in-aid given to the Akshyavat College, Mahua, District - Vaishali under the Bhim Rao Ambedkar Bihar University. The petitioner is stated to have represented on 15.11.2013 inter alia before the Principal Secretary, Department of Education.

Since the allegations relate to government funds, we require the Principal Secretary to examine the representation in a preliminary manner and if satisfied proceed further in
