If the allegation of the petitioner is correct that respondent No.4 has encroached upon a public land, then the Circle Officer concerned is the rightful authority, whose jurisdiction can be invoked by the petitioner and who is saddled with the responsibility of hearing the parties and making an early adjudication. The Court feels that a period of four months will be more than enough for the parties to put their cases before the Circle Officer. Let an adjudication be made within the time-frame
