Regularization of people, who had been disengaged more than 25 years ago, is not envisaged under any circular or rule, formulated by the State Government on the basis of the Constitution Bench's decision in Uma Devi's Case or other cases thereafter. The respondents have categorically indicated that the petitioners have no correlation with the respondents. They have not worked for more than 24-25 years. Therefore, there is no occasion for including their

Patna High Court CWJC No.583 of 2014 dt.29-09-2015 2/2 name in the panel for regularization.

Even otherwise, the respondents have instituted cases against many a persons for filing false, fabricated and forged kind of certificates, showing working in the Election Commission or otherwise. In view of the above, there cannot be any direction for regularization of these petitioners, who have no master-servant relationship of any kind subsisting for more than two decades and above.

Writ application is dismissed, accordingly.
