JUSTICE RAVI RANJAN ORAL JUDGMENT Date: 05-10-2015 Heard learned counsel for the petitioner and the State. It is contended on behalf of the petitioner that his application for grant of arms licence was rejected by the licensing authority and against that, he had preferred an Arms Appeal No.40/2011 which was disposed of vide order dated 19.09.2013/15.01.2014 directing the Licensing Authority to take a fresh decision in view of the observation made by the appellate authority. However, it is contended that thereafter nothing has been done.
A counter affidavit has been filed. However, there is no justification for the delay caused in taking a final decision. It is unfortunate that even the order of the appellate authority could not

Be that as it may, this writ application stands disposed of with a direction to the Superintendent of Police to submit its report expeditiously and Licensing Authority should take a final decision in the matter also considering the observations of the appellate authority.
