The petitioner being an employee in Group-D Cadre seeks appointment by promotion to the post of Clerk in Group-C Cadre on the basis of Resolution No. 2937 dated 31.3.2011 of the State Government in the Finance Department. The petitioner is working in Gaya district since the year 2009 and simply claims the benefits of the said circular which, it is submitted by him, is being delayed, although a provisional seniority list has been prepared on 19.6.2015.
