Matter is thereafter taken up on merits.
The Learned Single Judge while rejecting the writ application, dated 05.01.2016, has committed no error in refusing to entertain stale claims, which is more than a decade old. That too when the appellants had not raised any grievance about the issue before the Tribunal for a long long time. The Court is not supposed to reach out the litigants, who do not show any level of alertness in enforcement of their right.

Appeal is dismissed.
