Keeping the totality of the facts and sincere apology, which has been tendered to this Court by the appellant, who has also given assurance that no judicial orders in future would be taken lightly, the cost of Rs.10,000.00, which was imposed on the Collector, Siwan, payable from his own pocket, is hereby set aside.
