This Court is not going to go into the debate whether the amended provision which has now been brought about by BREDA after quashing of certain provisions, especially rule 3 to 6, is not in conformity with the wishes of the petitioner. If the rule has been brought about and if it is vulnerable, the same can always be tested in an appropriate jurisdiction.
