Having considered the submissions raised and having heard Shri Rakesh Kumar Singh, holding the brief of Shri Anjani Kumar Saran, Additional Advocate General, for the Railways, we find that this writ petition has been filed after an inordinate delay of almost ten years and the explanation sought to be given for the delay does not appear to be convincing. The
Patna High Court CWJC No.3842 of 2019 dt.27-02-2019 2/2 petition is heavily barred by laches, more so, as the subjectmatter relates to compassionate appointment. The employee had died in harness in the year 1992. The matter travelled to the Central Administrative Tribunal where it was, ultimately, disposed off in 2008.
