JUSTICE MOHIT KUMAR SHAH ORAL ORDER 05-02-2018 The learned counsel for the petitioner submits that the petitioner would be satisfied in case he is permitted to file a representation before the respondent no. 2 with regard to his grievances and the same may be directed to be disposed off within a specified period.

In view of the limited prayer of the petitioner, I deem it fit and proper to direct that the petitioner shall file a representation regarding his grievances within a period of two weeks before the respondent no. 2 and in case such representation is filed, the respondent no. 2 shall dispose off the same within a period of four weeks thereafter. The learned counsel for the respondents submits that the State of Jharkhand is a necessary party since the relief claimed by the petitioner relates to the area falling within the state of Jharkhand. It is needless to say that the respondent no. 2 shall pass orders in case the matter falls within his jurisdiction. The writ petition is disposed off in the aforesaid terms.
