2. This application has been filed for seeking following reliefs:

(i) To issue appropriate writ, order or direction commanding the respondent no. 2 to institute a FIR under relevant sections against the erring officers who involved in the murder of Monu Kumar (son of the petitioner) because due to brutally tortured by the Jail police as well as Singhia police station son of the petitioner was died.

WJC No.2013 of 2024(2) dt.24-06-2025 2/2 (ii) To issue appropriate writ, order or direction commanding the respondent no. 2, 3 & 5 to insure appropriate punitive actions against the respondent No. 6 to 10 and other guilty police personals & jail staffs involved in the custodial death of Monu Kumar Singh (son of the petitioner).

(iii) To issue appropriate writ, order or direction commanding the respondent to pay a compensation of rupees 25 lakhs to the family of the deceased Monu Kumar Singh (son of the petitioner).

3. In essence, this is an application regarding custodial death.

4. There are disputed questions of fact in this writ petition, which cannot be considered by this Court.

5. In this view of the matter, this application is disposed of with liberty to the petitioner to approach the Bihar State Human Rights Commission, by filing an application, for redressal of his grievances.

6. If such an application is filed by the petitioner, the same shall be considered on merits after condoning the delay as the matter was pending in this Court.
