The issue of delimitation and creation is entirely within the domain of the State Election Commission and the authorities vested with the power under section 11 of the Bihar Panchayat Raj Act, 2006 (hereinafter referred to as 'the Act'). This Court will not enter into the domain of bifurcation or delimitation of Panchayat which arena is reserved with the statutory authorities under the 'Act'. Even the so-called representation is perfunctory for it is non-descriptive. The writ petition is disposed of.

The petitioners, if so advised, may pursue their remedy departmentally.
