It appears that final decision has already been taken by the District Programme Officer (Establishment), Education Department, Lakhisarai. It is apparent from the letter dated 09.11.2017 which is appended with the show cause affidavit as Annexure-B.
However, learned counsel for the petitioner submits that wrong order has been passed on wrong facts as for the relevant period there was recognition of Vinayaka Mission University, Salem, Tamilnadu in the course of MA (History).

However, the petitioner if so advised would be at liberty to assail Annexure-B to the show cause affidavit before a competent forum.
