Considering the nature of controversy involved in the writ application no positive direction can be issued however, if the petitioner has worked respondents shall not make any recovery from the honorarium already paid to the petitioner. So far the grievance of the petitioner regarding launching criminal case and treating him to be outsider is concerned, factual enquiry is to be made by the District Programme Officer, Mass Literacy and if it is found that the petitioner was appointed as Talimi Markaz on account of the fact there was no applicant available in the Panchayat, necessary order may be passed by
